A guiding principle
Thoroughly implement the scientific concept of development, in accordance with the requirements of new industrialization, strengthening technological innovation, in order to achieve efficient resource recycling and material, to ease the shortage of resources and protecting the environment as the goal, insist on the development and application of the combination, adhere to independent innovation and introduction of technology the combination of digestion and absorption, adhere to the business-oriented, promoting joint research, and promote the organic integration of science and technology and economic principles. Through the implementation of specific, large amount of further development, the comprehensive utilization of resources and cost-effective technology, efforts to achieve economic growth pattern.
Second, focus on developing content and target
(A) of associated resources, comprehensive utilization of resources of low-grade ore and tailings technology
Focus on development of content: a complex polymetallic sulfide ore slurry electrolysis treatment technology, circulating fluidized refractory complex gold ore roasting technology, the combined treatment of low-grade oxide zinc ore dressing and smelting technology, the recovery of kaolin processing and products technology, precious, rare overall tailings resource utilization technology, high-volume, low-cost, high value-added tailing glass, ceramic jade development technologies.
Expectations: through the development of associated ore, low grade ore and tailings resource utilization technology to improve the utilization levels, reduce pollution and occupation of land.
(B) industrial waste utilization technology
Focus on developing content: fly long-distance pneumatic conveying technology, high volume, high-performance composite prepared using industrial waste supplementary cementitious materials technology, high volume fly ash building materials and application technology, high fly ash resources value-added use of special equipment and technology, high-alumina fly ash production of Al-Si alloys; gangue power plant desulfurization technology, coal gangue brick kiln technology, automatic temperature control; industrial by-product gypsum processing and utilization technologies: coal-fired power plant flue gas desulfurization ash resource completely clean production technologies.
Target: by related technology development, utilization of industrial solid waste to solve the key technology to improve the utilization of industrial solid waste, the utilization of industrial solid waste from the current 53% within five years to 60% .
(C) the utilization of renewable resources, technical
Focus on developing content for: waste recycling machinery and electronic products of key technologies, recycling of waste household appliances, dual chamber reverberatory furnace research and development, direct production of copper alloy scrap copper technology, the new secondary lead technology, printed circuit board recycling and safe processing technology; deinking technology development and production of fine paper and equipment, waste paper deinking pulp chemicals technology; highway rubber modified asphalt technology and equipment, waste recycling and the application of butyl rubber technology, rubber use hazardous waste treatment technology and equipment; waste plastic modified the use of technology, waste plastic products using recycled plastics processing technology.
Expectations: for some renewable resources, focus on developing comprehensive utilization technology to improve the amount of renewable resources, renewable resources, use of technology to our advanced level of developed countries.
(D) new technologies and materials
Focus on developing content: wood modification technology; high-strength multi-layer (including the double arch) of corrugated board and box manufacturing technology, the development of bamboo products, packaging and application technology, wood-plastic composite materials and products, development and application of technology.
Target: to improve human fast-growing trees and the performance of low-value timber, instead of natural wood; a substantial increase in generation of wood packaging technology.
Third, the organization of work
(A) Please State Council departments, provinces, autonomous regions, municipalities, separately listed cities and Xinjiang Production and Construction Corps Development and Reform Commission (Planning Commission), Economic and Trade Commission (ECA), listed as a project group chaired unit, the focus of development in accordance with the notice content and specific requirements, combined with the department, the local reality, do a good job of major national organization of industrial technology development and reporting of special work, and summary of relevant project application materials, the State Development and Reform Commission.
(B) National Development and Reform Commission in accordance with justice, fairness, by qualified agency or organization expert assessment of the project.
