In order to optimize the industrial structure and energy structure, China will vigorously develop the service industry and strategic emerging industries, the effect of high energy consumption, high emission industries rapid growth, strengthen energy-saving, environmental protection, land, security and other indicators of constraints to speed up elimination of outdated production capacity, promote the upgrading of traditional industries.
